The 8880229 Wheel Strap is specifically designed for the cradles on both your Yakima 8002103 FrontLoader and their 2009-present day iterations of the HoldUp 1.25" and 2" Hitch Racks. Unfortunately, they do not make shorter wheel straps for these racks at this point.
Cutting the straps is generally not recommended in the event you ever do need to accommodate a bigger tire and it can void any warranties that may exist; though I have seen customers bend their straps. Another route you could go is just a tie-down and latch it to the bottom of the rack whenever you utilize it!
