The Yakima HoldUp 2" (from all iterations) should be able to handle up to two bikes at 60lbs; though always refer to your vehicle's manual to ensure that you do not go over the maximum tongue weight.
The Yakima HoldUp 2" will be about 48lbs - with two bikes at 60lbs, you would be using just over 160lbs of tongue weight which may cause some issues for smaller vehicles on rough terrain.
